Case Study

USEPA Consolidated Iron Superfund Site

The Challenge

This CERCLA (Comprehensive Environmental Response, Compensation, and Liability Act of 1980) designated Superfund Site was an abandoned scrap metal facility located on the banks of the Hudson River in Newburgh, NY. The cleanup project involved the stabilization, transportation and disposal of RCRA hazardous soil that failed TCLP [laboratory testing] as it contained levels of both Lead and Cadmium above the designated safe standards.

Better VISIBILITY

  • Heritage was able to demonstrate to the US EPA an intermodal rail strategy that is more efficient that just trucking.
  • The intermodal transportation provides definitive reductions in Greenhouse Gas Emissions, enhancing Green Remediation objectives.

Better SOLUTIONS

  • The Heritage Indianapolis, IN treatment plant is direct rail served.
  • Eliminated trucking demurrage unloading the soil for treatment to meet the RCRA Land Disposal Restrictions (LDR) requirements.
  • Shipping via intermodal allowed Heritage to identify a local rail siding within 30 miles of the site.

Proven IMPACT

  • Reduced GHG emissions by 50″ vs. shipping by truck.
  • Saved 775 MT CO2e emissions.
  • Accomplished project within contractual time limit.
  • 3.5 months Total shipment time

  • 10,000 Average tons per month

  • 38,750 Total tons shipped
